From her formative years, she demonstrated a keen interest in governance, education, and community development, actively engaging in initiatives that promoted social progress and collective well being. These early experiences laid a strong foundation for her future roles in public service and her commitment to transformative leadership.

Professional Career and Expertise

Before fully transitioning into national politics, Hon. Betty Ethel Naluyima built a strong professional foundation across multiple sectors, including consultancy and academia. She began her career as a Technical Advisor at BES Consults (2003–2011), where she gained valuable experience in advisory services, project implementation, and technical problem-solving. This role equipped her with practical skills in planning, systems analysis, and organizational support. Her passion for education and knowledge-sharing led her to academia, where she served as an Assistant Lecturer at Kampala International University (2012–2020). In this role, she mentored students in Information Technology and Information Systems, contributing to the development of future professionals in the field. Through these experiences, she developed a strong understanding of how systems—both technological and institutional—can be designed to improve efficiency, transparency and service delivery.

Parliamentary Leadership

In 2021, Hon. Betty Ethel Naluyima was elected Woman Member of Parliament for Wakiso District, marking a key milestone in her leadership journey. She serves as Shadow Minister for Local Government, providing policy oversight and proposing alternatives on decentralization, governance, and service delivery. Her parliamentary work focuses on strengthening local government systems, promoting transparency and accountability, expanding equitable access to education, healthcare, and economic opportunities, and ensuring government programs effectively reach communities. Her leadership style is collaborative, evidence-based, and grounded in the realities of ordinary citizens. Hon. Academic Excellence and Professional Development

Hon. Betty Ethel Naluyima’s academic journey reflects her dedication to continuous learning and professional growth, particularly in areas that intersect technology and governance. She holds a Master of Science in Information Systems from Kampala International University (2012), where she deepened her understanding of how technology can be leveraged to improve organizational efficiency and public service delivery. Prior to that, she earned a Bachelor of Information Technology from the same institution in 2010. Recognizing the importance of legal and administrative knowledge in governance, she completed the Administrative Officers’ Law Course at the Law Development Centre in Kampala in 2021, earning a Certificate in Law. This qualification strengthened her capacity to interpret legislation and effectively contribute to policy development. Her diverse academic background also includes a Certificate in Architectural Draughtsmanship from Kyambogo University (2000), reflecting her early technical training a Certificate d’Études Françaises from Alliance Française (2002), demonstrating her commitment to language and cultural competence She completed her secondary education at Lubiri Secondary School, obtaining both UCE (1995) and UACE (1998), and began her academic journey at Mutundwe Church of Uganda Primary School, where she earned her PLE in 1991. These early educational experiences laid a strong foundation for her lifelong pursuit of knowledge, leadership, and service, shaping the discipline, resilience, and values that continue to define her career today.

Leadership Journey in Local Government

Hon. Betty Ethel Naluyima’s political career is firmly rooted in grassroots leadership, where she steadily rose through the ranks of local governance with dedication and a strong commitment to public service. Her leadership journey began as the Speaker of Kira Town Council (2006–2011), where she presided over council proceedings and championed transparency, accountability, and effective legislative processes at the local level. In this role, she strengthened institutional practices and promoted inclusive decision-making within the council. She later served as Deputy Mayor of Kira Town Council (2011–2016), playing a key role in urban development, infrastructure planning, and the improvement of municipal services. During this period, she contributed significantly to shaping Kira’s transformation into a rapidly growing urban center, addressing the needs of an expanding population and improving service delivery systems. From 2016 to 2021, she served as the Vice Chairperson (LCV) of Wakiso District, one of the fastest-growing districts in Uganda. In this capacity, she was instrumental in strengthening district governance systems, supporting development programs across sectors such as health, education, and infrastructure, and enhancing coordination between local authorities and communities to ensure effective implementation of government initiatives. These leadership roles provided her with deep insights into the challenges and opportunities within local governments, including service delivery gaps, rapid urbanization, and resource allocation. They also shaped her policy priorities at the national level, equipping her with the practical experience and strategic perspective needed.
