Child Education Accountability Initiative

Following the launch of the “Naffe Tusome” campaign, leaders in Wakiso District took a bold step to reinforce its objectives through the Child Education Accountability Initiative a policy driven approach aimed at ensuring that all school-age children return to and remain in school.

This initiative focuses on strengthening accountability at all levels of society, particularly among parents and guardians. Leaders emphasized that education is not optional, but a fundamental right that must be upheld and protected.

Under this initiative, local authorities committed to taking firm action against school absenteeism. Children found loitering during school hours may be picked up by authorities, and parents held accountable for failing to ensure their children attend school.

Hon. Naluyima highlighted the importance of collective responsibility: “We want leaders at every level from villages to districts to ensure that no child is left out of school. Education is the backbone of our community’s future.”

The campaign was officially launched in Masuliita Sub-County, where local leaders pledged to actively monitor school attendance and engage directly with families. The approach combines enforcement with education, ensuring that communities understand the long-term value of keeping children in school.

Key components of the initiative include:

  • Community surveillance to identify out-of-school children.

  • Engagement with parents to address barriers such as poverty and lack of awareness.

  • Special focus on vulnerable groups, including teenage mothers and children with special needs.

  • Collaboration with schools to provide remedial programs for returning learners.

Education officials also raised concerns about children who remain hidden at home, particularly those with special needs or those who became parents during the lockdown. Efforts are now underway to identify and support these children, ensuring they are reintegrated into the education system. As one community leader noted, parental involvement is essential in creating safe and supportive learning environments.
